how best to hand out (his colleagues') parts
Explanation:
"part" is used for individual scores (Ro. știmă)

That's ambiguous, indeed, maybe the larger context gives a clue. Either HE or HIS COLLEAGUES could be doing the wandering, the way it's phrased.

Notes to answerer
Asker: But how does this relate to the next part? So his colleagues do not wander around during the concert?

agree  Octavia Veresteanu: I think that he is doing the walking and maybe the idea is for him to hand them out as quickly as possible, not having to walk around a lot while handing the parts.

-> That would be my first guess too, but it is entirely possible to take this to mean that he wants to avoid them having to walk around during the concert. There's no way of telling for sure, since the phrasing is so careless...

to prevent some of them from walking around.
