Portuguese term or phrase: que parece ser possível vislumbrar
Translating an academic paper entitled "Territórios e populações “marginais” em tempos de desenvolvimento" and am not sure how to put this. It's the last line of the essay. To UK English. Thanks for your help!

that appears to be emerging
Explanation:
Not literal, but this is the meaning. What is emerging is the "nova ordem".

agree  Jennifer Byers: I think this refers to "dessa nova ordem", therefore I believe "seem" should be " which it seems to be possible to glimpse.."

agree  Haggen Kennedy: I prefer "that seems to emerge [from this ongoing investigation]". But that's the idea. To me this is the best option.

which it appears one can discern

Explanation:
'one' because the 'we' is already spelled out elsewhere in this sentence.

Eg.
Utilitarianism is a many-sided conception, in which we can discern various aspects: hedonistic, consequentialistic, aggregation or maximization-oriented, and so forth.

“The green revolution literature is full of cultural assumptions
regarding science, progress, and the economy, in which one can discern the authorial stances
of a father/savior talking with selfless condescension to the child/native.”
