Translating an academic paper entitled "Territórios e populações “marginais” em tempos de desenvolvimento" and am not sure what is meant by this phrase in a footnote. I think PCC refers to the 'Primeiro Comando da Capital'. To UK English. Thanks for your help!

I think that "gerou pauta" could mean, not that "the current form" ... "became the subject", but that it "gave rise to" the question or subject researched in the investigation mentioned.
