Portuguese term or phrase: cidadania
A frase é "Ética e cidadania.

active citizenship

Explanation:
Neste site (http://www.citizen.org.uk/teaching.html) diz-se o seguinte sobre o ensino da "active citizenship": "Young people may not be able to vote before they are 18, but they can make a positive contribution to their communities. Young people should be actively involved in decision-making, both in schools and in the wider community. They should be encouraged to think critically about their role in society and their potential as agents for change."

agree  Donna Sandin: A sort of "buzzword" in Brazil since 2000, it refers to exercise/enhancement/full observance of individual rights and freedoms in a broad sense – social, civil, political, so this could be best solution.

Well, my two choices don't mean exactly the same thing, but the spirit is quite similar. Here's a definition of "civic responsibility":

Civic responsibility, including social participation and action, is a core element to a democratic society.

agree  Donna Sandin: this may also work, I have not heard of an ideal translation since the word became popular, all I know is that one must be careful not to restrict it to "nationality" in the legal sense, as someone else already said

  -> Thank you Donna, exactly.

neutral  Muriel Vasconcellos: I don't agree with your rejection of "citizenship." I don't know about Canada, but it is used in the US in the sense intended in the Portuguese.
