This is the type of license plate governmental vehicles carried some years ago, all white with black numbers. Today, they don't exist any more, but the concept of governmental support remained attached to the expression. I'd use the expression between quotation marks and add a note to explain it.

After extensive research with Google, I have come to the conclusion that this is a derogatory term used for journalists that do not question, but simply give a rubber stamp to the official government rhetoric, and as a result, act like cheerleaders.

As rhandler explained very clearly, chapa branca used to be the governmental license plate. It works now as an adjective that expresses the meaning of sth imposed downwards onto the population.
