Portuguese term or phrase: intermediario de terras desapropriadas

English translation:[land tenure] intermediary
Explanation:
I think "middleman" refers more to the marketing of produce than to the management of land tenure.

Maybe there's no need to mention expropriated lands if the context is clear.

There's an interesting article on agricultural land tenure in Brazil at http://www.brasilemb.org/embassy/letter_newsweek_embaixador....

I found this reference for India, where the intermediary system didn't work and was abolished. I don't know if it's the same type of system or not.

Abolition of intermediaries:
The intermediary system included various types of interests between the owner and actual cultivator. This varied from the absolute owner of the land that was the Zamindar in Bengal to the Inam - Holder, holding a grant of revenue in respect of plot of land. These intermediary interests took little interest in the development of agriculture through sustained investment, with the result agriculture remained stagnant and productivity deteriorated. In pursuance of the policy to protect actual cultivators and bring them to direct relationship with the State, each State formulated legislative measures for the abolition of such tenures by 1955. The implementation of these measures has been completed practically all over the country.

You might say "opportunistic go-between," though that would describe an individual rather than the "profession" as a whole.

mediator (OU, spokesperson)

Explanation:
A spokesperson (spokesman or spokeswoman), or spokesmodel is a person who speaks on behalf of others, but is understood not to be necessarily part of the others (e.g. hired to represent the others).

Spokesperson is a typical example of a non-sexist neologism that was invented to replace the conventional spokesman.
