I know exactly what it is: It is the same as your hotel "please do not disturb" sign you hang on the door handle. The bengala name obviously comes from the fact there is a 'hook' you use to hang it by.

Is 'sign' the only word we can come up with

Explanation:
Door hanger is the real name, but I guess it can be hanged to a mirror in a car. In the reference the photo shoes other types of door hanger.
