Não se trata de estar a sofrer qualquer crise. Quererá dizer algo com 'em questão/em análise', como na última linha?

I'm not sure. I just went by what your own hunch "Não se trata de estar a sofrer qualquer crise." If you said that it's because in light of the full context you feel it doesn't mean an actual crisis and the writer used a poor choice of words, or something to that effect. My confidence level was 2. I just wanted to give you an option of a stronger, perhaps pejorative term for analysis.
