I study history in Brazil for 7 years now and I have never heard of 'manejo cultural'. It is not a commonly used term in academia for humanities. However, giving the context provided by the author the term refers to agricultural systems, technical (agronomic engineering) or humanities (e. g., history of the cultivation of a given plant in a society)

It makes no sense to manipulate culture, unless this culture refers to crops or some other kind of rural production. We cannot manipulate the culture that has to do with knowledge and customs, can we.

From a territorial and environmental perspective, it appears that the opening of roads to exploit the environment and people resulted in the obliteration of sustainable environmental stewardship and the genocide of local populations.

Frankly, I find the Portuguese version a bit confusing. Perhaps the author could be consulted about what they actually meant? 'manejo cultural' seems to be a commonly used expression regarding aspects of the culture of plants, not people.
