-------------------------------------------------- Note added at 17 hrs (2016-12-04 12:56:36 GMT) -------------------------------------------------- cccccccccccccc Additional comments: In US government contracting, the government issues the Basic Contract (umowa ramowa) that itself has no funding but provides an overall structure, philosophy, strategy, etc. - an umbrella, shall we say. Then, there are the so-called Task Orders (formerly called Delivery Orders) for delivery of specific services, equipment, etc. These are negotiated separately with the contractor who has won the Basic Contract. So an alternative answer could be to issue a delivery order contract. |
