Norwegian term or phrase: SO abbreviation

This is part of the heading for a very short neurology report and it reads: Journalnotat SO.

I'm pretty sure it's not Sykehuset Østfold, as I looked up the details of the consultant who wrote the report.

Does anyone know if it is some kind of code, and if so what is it short for?
