This piece relates to an aluminium factory in Norway. Does this refer to a plant for the production of anode mass, or does it imply a large factory, or large-scale factory?

Ps. This is pre-deadline on a large job so I may ask a numbe of questions tonight, but I will allocate points for correct answers this week.
