Per has a good point about the singular/plural issue. My thinking in translating it as singular is that if you are following the tracks (plural) of an animal, you may well still just be translating one animal (singular) since one animal leaves multiple hoof/paw/foot prints. Given that analogy, I think even though the Norwegian is plural, I might still go with a singular translation. Hard to know for sure without more context.

Whoops! That should be "tracking one animal," not "translating one animal." Guess you know where my mind is...

Notes to answerer
Asker: In this context, the proofreader of my document said '..allowing cross-border pursuits'. I had originally thought 'hot on the tail of', which isn't the right register for the document I've worked on (to be used in presentations). I think yours is right in other circumstances though, i.e. where less academic wording is needed..?

neutral  hirselina: "Forfølgelse på ferske spor" on the website of the Norwegian police is definitely about Schengen cooperation

Reference

Reference information:
This refers to "hot pursuit"
Under Article 41 of the Schengen II Convention, police from one Schengen state may cross national borders to chase their target, if it is not possible to notify the police of the second state prior to entry into that territory, or if the authorities of the second state are unable to reach the scene in time to take over the pursuit. The Schengen States may declare if they restrict the right to hot pursuit into their territory in time or in distance, and if they allow the neighboring states to arrest persons on their territory. However, the second state is obliged to challenge the pursued person in order to establish the person's identity or to make an arrest if so requested by the pursuing state. The right to hot pursuit is limited to land borders. The pursuing officers either have to be in uniform, or their vehicles have to be marked. They are permitted to carry service weapons, which may be used only in self-defence. After the operation, the first state has to report to the second state about its outcome.

5.5.4 Forfølgelse over landgrensene på ferske spor
