Norwegian term or phrase: nettobudsjettering
How Norway's government funds certain semi-autonomous agencies: "Norsk Romsenter er nettobudsjettert, noe som innebærer at etaten kan ha andre inntekter enn det som fremgår av statsbudsjettet." The meaning is pretty clear but I don't find a comparable term in English for nettobudsjettert/nettobudsjettering. Don't think "net sum budgeting" is the same. Anyone? Thanks.

Explanation:
As far as I understand the most important points here are that
(1) the institution is funded by the government/state budget and
(2) it has the right to decide on its own expenditure based on its own income
as opposed to institutions that may not do what is described in (2), see link.
Unless someone comes up with a more specific term.
