Both this and "operating costs" seem to be used in income statements and according to one on-line financial glossary "operating costs. Definition: The day-to-day expenses incurred in running a business, such as sales and administration, as opposed to production. also called operating expenses". I am trying to adapt IFRS terminology in any financial reporting I translate, and recently found a very useful site: http://www.kpmgifrg.com/pubs/pub_ifst.cfm where you can download illustrative financial reports to use as reference material. I notice that these have adapted "operating expenses" in the given context. (But at the end of the day both terms are equivalent in meaning - aren't they?).

I'd say operating expenses would narrow it down to things you actually have to pay for, while operating costs could include matters such as depreciation and shared overhead. If the source term had been 'driftsutgifter' or 'driftsomkostninger', I'd run with Brigid's suggestion in a flash....
