agree  Archipelago (X): But is it a road (jalan lingkaran) or the surrounding area. Further context is necessary.

  -> i think it refers to the actual area being marked/cleared for the roadway. or beltway, as it's called in the US or "ring road" (per jo bennet) if asker prefers the british term instead.
