The verb oportet is impersonal, that is, it is used in the third person singular only. It means \"it is necessary,\" and is from oportere, a 2nd conjugation verb, so other tenses are oportebat, oportebit, and oportuit. What it is necessary to do is expressed by a following infinitive.
