I have a question regarding usage of ～で

I am reviewing translation by others and below is
how the translator wrote from the Japanese source.

This is related to testing cell phones.

移動機で要求が無視され、何ら返信しないこと
=>Ignore mobile phone request and do no reply.

I have a feeling in this case, it is the mobile phone which ignores
the request, but the translation makes it seem otherwise.

Which is the one that does the ignoring here, the mobile phone or the server?
Is this kind of usage of ～で　common in Japanese?

To give you a full context,

Pascalメニューより短縮ダイヤルクリアを開始する (Pascal is probably a server that the phone connects to)

Explanation:
It is the mobile phone that ignores the request. I don't think there is any other way to read it. This must be a simple translation error. It is equivalent to say,

移動機側で要求が無視され、

You could also write it as:

移動機が要求を無視し、何も返信しないこと

(Though the emphasis changes.)
