I would probably go normally with
m次多項式
but 階 is also acceptable. Normally 階 refers to differentials.
I think you can just say
(m-1)th order polynomial

Asker: Reading further into the document, I felt that 階 refers to the degree of the polynomial and refers 次 to its dimension - number of variables.
