Context:

時にはハリウツド 映画のよう にスリリング な事件 が起きる こともあるけれど、あくまで それは刺身の上のたんぽぽ のようなものに過ぎません 。

I believe this means "sashimi on top of a dandelion"; however, I'm not sure whether this is some kind of idiomatic expression whose meaning I'm not absolutely sure of. If so, is there any english equivalent?

This is a work related expression where some jobs are "work putting dandelions on sashimi". These are jobs that make things look more artistic or appealing but in reality add very little of value. In this context I think "in the end this is more style over substance" would work.
