It is less clear what would be the background of this unification but I presume that it relates to classification of trademarks to be described on trademarks applications.

After adopting the Nice Classification system in 1992, there was a confusion between the old unique Japanese classification and the newly introduced Nice Classification system. All the goods / services registered before such adoption needed to be reclassified so the Japan Patent Office might have set up inquiry counters to advise on the new classification system or the way to reclassify the old trademarks. I might be wrong, though.
