Yes, you're right - 準拠 = compliant, so perhaps it's best to avoid this term in this case.

All compliant products are compatible products, BUT!...
NOT all compatible products are (necessarily) compliant products, until proven so (SO/TSの審査を受けるまで)... [紛らわしい?]

In this case, however, it's probably better if you go with something like "products *ELIGIBLE FOR* ISO/TS certification" or "products *ELIGIBLE FOR* ISO/TS compliance."
This indicates that the products are candidates for ISO/TS certification (and therefore compatible, and, in all likelihood, compliant also ;-) )
Does that explain it better? In other words, every stage of the development process, through to the product's actual manufacture, would be designed to pass the required compliance standards.
They would be eligible for testing against the required standards....

Asker: Kathyさん、みなさん、お答え・コメントありがとうございます。 私の認識が間違っていたら指摘して頂きたいんですが、ISO/TS compliant (compatible) productsというと,ISO/TS準拠というイメージになるのですが、正しいですか? もう少し詳しく説明しますと、この場合、まだISO/TSの審査を受けていない製品も、対象製品の範疇に入ります。対象製品の中にISO取得済のものと未取得のものに分かれ、未取得のものはcompliantとはまだ言えないということになります。 ISO/TSの取得を要求してくる顧客に対しては、ISO/TS compliantの製品しか販売できないわけです。

Asker: もう少し付け加えますと、新製品を開発してそのターゲットとなる顧客がTSを要求していると、その製品はTS対象製品となります。開発を勧めると同時に、その製品を開発・設計・製造する事業所のTS取得に向けて活動も行うことになります。そういったすべての業務について規定しているのが、この品質マニュアルです。
