採証法則 probably occurs in the form「採証法則違反」.
They are not talking about the Rules of Evidence (証拠法), written rules saying which evidence is admissible or not. In fact, there are no written rules called 採証法則.
採証法則is “the standard for reasonable evaluation of evidentiary value, contained within the principle of free evaluation of evidence(自由心証主義)” Japan’s Supreme Court is known to use 採証法則違反 as a basis for rejecting a lower court decision.
For example, the judge can be accused of 採証法則違反 when he gives too much weight to a certain piece of evidence at the expense of others.
Therefore, I think 採証法則違反 could be translated as “failure to appropriately weigh evidence;” “failure to accord proper weight to evidence;” or “lack of reasonable evaluation of evidentiary value.”
