重要と考える、と何が違うのか良くわかりません。

it is important...でなく it would be important...とすべきでしょうか？

強いて言えば自分の意見ではなく、客観的に重要だ、ということでしょう。でも実際は単に学者っぽい表現をしたかっただけだろうと思います。マニュアルなんかであれば、「重要です」とすっきりした表現にするところでしょう。

律儀な翻訳者としてはdunkさんのように訳したいところではありますが、英語で同じ内容を著せばどうなるか、と考えると、it is important, it is essential と書くと思います。

もちろん、著者ではない他人の意見としてかかれているならば話は別です。

「～れる／～られる」という文型は受身だけでなく、可能を表すことも出来ますので、そんな場合は訳文に"can"とか"possible"で原文の意味のニュアンスを伝えることが出来ると思います。

agree  Mami Yamaguchi: 「れる、られる」の用法は、(1)受身（２）尊敬、（３）可能、(４)自発が考えられ、この場合、「受身」か「可能」かということですが、主語が無生物なので文法上「受身」だと捉えるかも知れません。　通常は、「考えられ得る」＝「can be considered」ですが 、場合によって英語の助動詞をいれたほうが日本語の内容にマッチすることがあると思います。

Explanation:
the ~られる can be interpreted as the passive form or the potential form. If they were writing it to mean the passive form, "it is considered", it would sound a little different, like "重要と考えられている". And also from other experience and education in translation, I think it's the potential form
