See the attached Google document listing a "H.E. Mr. Pork Sovannarith, Secretary of State, Ministry of Industry, Mine and Energy" for Cambodia. Unfortunately, it's the only Google hit, but the name and the ministry involved are too close to target for it to be mere coincidence. (Creative Googling always helps--I started looking for lists of Cambodian surnames and personal names, which led to the mixing and matching of possible combinations that turned up this hit. It's a good skill to develop. ;-)
