well my first impression is that it is an award offered by 報道主幹, 報道主幹 being the head/chief of the press, rather than an award for 報道主幹. 主幹 means a person with the most responsibility in an organisation, so he would usually be in a position to offer awards rather than to receive one. would this fit your context?
