Discussing measuring heat islands and such, and this high amount of reflections?? on rooftops makes anti-heat island measures taken ineffective during the day when the sun is out.

Explanation:
I understand the meaning to be exactly the other way around, since reflecting solar energy of the surface back into the higher atmosphere reduces the heat island effect considerably.

disagree  Matthew Williamson: high reflectivity would be 高反射性. The 化 indicates a change over time.

  -> I personally do not think that a continuous change over time is referred to, but the one time change after bringing out the greenery or whatever material is used.
