agree  Troy Fowler: This is simply "renewable energy" or "renewable natural energy". RE in Japanese is technically 再生可能エネルギー, but 循環 here is referring to the same thing, as in 循環型社会 to indicate a renewable, recycling-oriented, sefl-sustaining society. Sorry no space left...
