This is a sentence from a text about economic disparities and about how taxation can be used to even out the gap between rich and poor. What I'm stuck on is how to translate the "所得の10年積分くらいに累進課税を行い" part. I can see the picture in my mind (moving tax money from good years to bad years), but I don't know how to express integrals it in good english.

My last reference wasn't appropriate as it's only talking about a country's income, although the expression can be used to refer to "total income" of an individual. You can probably use "aggregate of 10-year income".

そこで所得税の最高税率を上げて、所得の10年積分くらいに累進課税を行い、所得の少ない年には過去の納税から還付するというのがひとつの方法であろう。

I agree with the other response. I surmise that the phrase is actually translated from other language, so that most probably the word 積分 is a translation of "integrated".
"I would be a method of raising taxes to the highest level, then apply progressive taxation towards integrated income for (a period of) about 10 years and refunding paid taxes on years with smaller income".
