Using other translations of official notifications on the PMDA's website as a guide (e.g. https://www.pmda.go.jp/files/000229118.pdf; full list available https://www.pmda.go.jp/english/review-services/regulatory-in... official translations follow a format of "abbreviation of organisation name/abbreviation of department name + Notification No. + number". I haven't found any English translations referencing this department and therefore see no official abbreviation — MQVMD is just my suggestion.
