Explanation:
I think this means "procurement without purchase orders". The only "調達不通過" I saw on the internet, apart from this one, is where someone bought software using his credit card and presented the receipt to his company to claim for reimbursement. While normal procurement transactions are done with purchase orders, I assume this one refers to the ones without.
