Italian term or phrase: Comando del Corpo di Stato Maggiore
"Nel corso dell’Ottocento il Comando del Corpo di Stato Maggiore prediligeva la conservazione di documenti concernenti la sua storia militare piuttosto che quelli connessi al contrasto del crimine organizzato."

I saw there is a thread on Capo di Stato Maggiore but is this the same thing? By the way, we're talking of the Carabinieri here.

Explanation:
This is, in a somewhat American terminology, how you would translate it.
I'm a bit perplexed though, because the Chiefs of Staff represent all armed forces, while you say that the text is about the Carabinieri.
They do have a "Chiefs of Staff" as part of their "Comando Generale" (General Command). You would have to find a way to explain that it is a structure similar to the Chiefs of Staff, but internal to just one Force, as in for example the Marine Corps.
Military terminology is always a headache, because one is dealing with actual names (which shouldn't be translated), yet one must translate the meaning... I get around the problem by quoting the name, maybe in inverted commas, followed by the translation in brackets, as you can see above.
