I just want to check whether this would be translated as "none of the"... or "one of the..."

Nel punto b) sopra, in: " alcuno dei quali sia residente in uno Stato della Comunità ..." a mio parere "alcuno" significa "any of which" is a resident in etc.
e anche in:
B-Bis) "alcuno dei quali sia residente in uno Stato della Comunità diverso da quello del primo" il significato di "alcuno" è lo stesso.
Nella frase che hai citato tu, non cambia nulla, solo che invece di usare solo il congiuntivo usa anche "sempre che" + il congiuntivo, ma il senso non cambia.
Altrove dice "sempre che uno dei due" ..- Bene, "sempre che alcuno" ha lo stesso significato, solo che invece di essere due, qui sono più di due, quindi significa "sempre che chiunque tra i partecipanti che effettueranno lo scambio sia residente ecc. provided that any of the participants in the ..etc. Terribili questi testi ! complimenti..
