I just want to check the placing of this amidst all the sub clauses. It sounds to me like what would have been "utile" would be making this a bi-annual event. Is this what "utile" refers to, or is that merely a sub-clause?

Sarebbe forse stato utile rendere l’appuntamento politico e di grande visibilità mediatica, a carattere biennale, inframezzandolo magari con una conferenza mista governi, Ong, associazionismo civico, ma si può comprendere che avrebbe potuto significare anche simbolicamente un passo indietro, l’ esplicitazione di un timore a proseguire il cammino.

I'm not a native speaker, so I may be wrong, but I think it might have been more grammatical to say "rendere (a carattere) biennale l'appuntamento".

Yes, Philgoddard, I guess that's it, although it might as well be held every six months, unless I missed something. As far as the grammar goes, the sentence is unclear (as you pointed out yourself -- I just noticed). Should have been like this: "Sarebbe forse stato utile rendere biennale l’appuntamento politico e di grande visibilità mediatica, inframezzandolo magari...".
