Italian term or phrase: il Premier uscente Boris J....
Ormai la polvere si è posata sulle elezioni in Gran Bretagna: i risultati sono noti ed é emerso vincitore il Premier uscente Boris Johnson che ha portato i Conservatori a vincere anche in aree tradizionalmente.

To my knowledge Boris Johnson was a "sitting" Prime Minister, while this text describes him as an "exiting " Prime Minister. A politician friend of mine says it would be wrong to call Boris "exiting" as he was not exiting at all. Therefore, does anybody have any good ideas about what I can use for this term? Or is it being used in another way here?

incumbent
Explanation:
it's an idiomatic expression in Italian one whose term in office is expiring but who is still in office See Treccani 'uscente'

the current Prime Minister Boris J....

Explanation:
it's incorrect in Italian in my opinion...maybe the writer was just hopeful!
It would indeed sound quite wrong to say exiting PM.
