I have tried "takes over" because it fits into the English context and structure I have created, but would "superimpose" or "overlay" or something like that be a better translation? There are so many non-native translations on line using "grafted" but I have no idea if this works in UK English.

As the trends of the landscape emerge, so the important transitioning process of the energy system, towards models of sustainable production and consumption, takes over, as it rotates around strategies for decarbonisation. From this perspective, the digital configuration of society and transport opens up great possibilities.
