[reword the whole sentence] Explanation: Another rendering; as Phil says in his answer, there's no need to repeat mobilità in the next sentence. As I suspect with their French counterparts, territorio and attori do not always translate cleanly into English, so it may be more practical to sidestep them altogether while retaining the gist.
