Italian to English translations [PRO]

Italian term or phrase: ?....
This is the title of one of the sub-sections in a paper/article on smart mobility. The problem here is not the wording itself, but I don't know where to put the question mark, or whether to rearrange the structure of this title, because it sounds odd or incomplete as a question in English.

Una sfida importante e anche un punto di vista particolare che sposta l’attenzione dalla “macchina” all’uomo?

Explanation:
In French at least, statements are often phrased as questions for rhetorical effect, and Italian lends itself to this device as well. English not so much. So I would go and ditch the question altogether and shorten the subheading while you're at it like Phil advised in the discussion box.
