I don't think we have enough context to answer this - we only have half a sentence. "Critical factors" is the obvious choice, but we don't know what it means.

I've done a lot of work on decisions about how and whether to use renewables, and I didn't see anything troublesome about "critical factors." There are questions about financial factors such as investment and recovery periods, environmental impact of types of energy including impacts of manufacturing the equipment, esthetics, efficiency at various times of day and year, costs of nonrenewable alternatives, etc., etc. A table of contents from the book probably would confirm that these are highlighted topics.
