An idea. In my experience "institutional" is normally used to suggest something taking place within a long- or permanently- established institutional body of some sort.

In this day and age of casual, contract and temporary workers I would say this is an important distinction to make, but obviously you have more info on the context of your translation.

Another option could be "staff positions", which differentiates a role from casual, contract and temporary workers, as I mention above.
