agree  Catherine Muir: Glossary of Tim Lindsey's book "Indonesia: Law and Society" explains: 'Government Regulation in Liew of a Law, an interim law passed in emergency conditions, which must eventually be ratified by the legislature'. BTW, 'Perpu' lebih baik daripada 'Perppu'
