I know this may seem like a dumb question, but I would like the confirmation of native speakers on this point.

The context is as follows: "Selain itu, pemerintah juga menampik adanya diskriminasi perlakuan antara rokok dengan zat adiktif. Pemerintah yang dalam hal ini diwakili oleh Departemen Komunikasi dan Informasi menyatakan jika ada perbedaan prinsipil antara zat adiktif dengan rokok. Dengan kata lain rokok tidak sama dengan zat adiktif."

What I would like to know is what is the pragmatic (i.e. logical) effect of "jika" in this context and how should I translate. It actually sounds a bit illogical to me -- so I am probably missing something.
