Per definisi, yang disebut dengan izin pemanfaatan kayu adalah izin menebang dan memanfaatkan kayu dengan tujuan membuka lahan (clearing). Jadi, kewajiban penanaman kembali sebagaimana dalam hak pengusahaan hutan (HPH) mungkin tidak perlu, sebab lahannya dapat dipakai u/ keperluan non-kehutanan.
