A "city limits" csak bizonyos esetekben jó, mert sok város határai félreesö távoli külterületeket is tartalmaznak.
A downtown túl szük lehet (belvárosi), ebben az esetben a "downtown area"-t (esetleg near downtown) lehet hasnálni.

Explanation:
bár már késő, azért beírom: magyarul a "belterület" jelentése: beépített terület. Vagyis nem a közigazgatási határ a lényeg: pl. Budapest kb 40%-a nem belterület, hanem mező, erdő, ipari terület, stb. A "belváros" pedig nagyon leszűkíti a dolgot.
