Amikor egy autót kivonnak a forgalomból, azt még a saját udvarodon, telkeden farmodon hasznáhatod. A forgalomból kivonás azt jelenti, hogy közforgalomra szolgáló utakon nem használható. Ezért ez a javaslat a legtisztábban fejezi ki a fogalmat.

Mint utólag megtudtam, Magyarországon ez egy nevetségesen bürokratikus folyamat és a kivonásnak három fajtája létezik: A kérelemre történő forgalomból kivonásnak jelenleg 3 formája van: Az ideiglenes kivonás max. 6 hónapra szól, utána automatikusan visszakerül a jármű a forgalomba. Átmeneti kivonást lehet kérni 4 esetben: jármű ellopása, külföldön történő letelepedés vagy tartós külföldi tartózkodás; jármű külföldre történő értékesítése; jármű muzeális előminősítése esetén. Az átmeneti időszakra történő forgalomból kivonás esetén a kivonás kezdő napjától számított 10 évet követően "véglegesen kivont" státuszba kerül a jármű - ha ezen időtartam alatt nem kezdeményezték ismételt forgalomba helyezését. Ha a járműtől műszaki állapota miatt véglegesen meg kívánunk szabadulni, a végleges kivonást kell kérnünk, amihez szükséges a bontási igazolás. Apósa átíratás nélkül nem adhatja el a járművet. A jelenlegi jogszabályok alapján csak úgy lehet a járművet véglegesen a forgalomból kivonni, ha a tulajdonos bontási átvételi igazolást mutat be az okmányirodában. A bontási igazolás kiadására jogosult regisztrált bontók listáját megtalálja pl. a www.nhk.hu weboldalon NKH Szakterületek/Közúti Jármű Szakterület/Nyilvántartások/Regisztrált bontók cím alatt. A bontási igazolás mellett az okmányirodában le kell adni a rendszámot, törzskönyvet és a forgalmi engedélyt és meg kell fizetni az igazgatási díjat. A forgalomból kivonást követően bejelentést kell tenni a biztosítóhoz is. Ha alkatrésznek eladja a járművet, az is adásvétel alapján történik, ilyenkor a vevő köteles az okmányirodában bejegyeztetni a tulajdonjogát, és innentől már neki kell eldöntenie, hogy alkatrészként felhasználja és a forgalomból nem tudja kivonni, vagy kivonatja a forgalomból és le kell adnia a bontóba.

Tekintettel arra, hogy továbbra is forgalomról van szó és a kivonást attól függetlenül, hogy a jármű tulajdonosa indítványozza vagy kezdeményezi, a hjatóság végzi, amely gyakorlatilag megtiltja a jármű hsználatát közutakon, ezért maradok a javasolt "ban from public roads" kifejezés mellett, mert függetlenül attól, hogy bizonyos papírmunkán túl kell esni, a jármű ezt követően nem mehet a forgalomba. Az ehhez a döntéshez vezető út csupán eszközcselekmény.

neutral  Jim Tucker (X): OK, I accept your argument about banning - but the problem remains that asker's text refers to an action *initated by the vehicle's owner* (see clarification comments) - this is certainly not "banning" but rather deregistering, unregistering, or the like.
