These records - various forms, acknowledgements, confirmations, etc. - evidence payments of social benefits and allowances of any type, whether they be prenatal, maternal, spousal, child care, dependent care, health care, bereavement or burial. The source term does not specify that these are "social security" benefits/allowances (although we can safely assume that), not even that they are "social" (another logical guess).
