in the reference link (hungarian newspaper from 1914) there is the description. The device provides speed control by changing over the motor connections.

Explanation:
The language used in the article is old and the terminology changed since then. Because of the "menetváltó" is used in powerles state therefore it can not be controller. Today this equipment is named as "irányváltó".
