Asker: I know this neighborhood (שכונה), but what is the meaning of aleph here? There is also a street of this same name.

agree  David Greenberg: The aleph indicates that the address is located on an unnamed street, and therefore a lettered zone is given. If you search Google Maps, you'll find an equivalent phenomenon in case of 'עין כרם ב. It isn't an unnamed street: that would be numberered.
