  -> Having seen your answer, I actually agree with you for this question but Human Resources actually means a lot more than just manpower. It also includes working conditions, benefits, health and safety, hiring policies, job specifications, and more.

Asker: Looking at the website - it seems like regulations are much more about laws protecting the workers. This case is specifically about setting staffing standards for a government service.

Asker: I think "regulation" may cover some of it, but the word "regulations", to me, is more about rules and procedures, and that's not what the text is about. I remember in the army the issue of תקינה is constantly discussed, particularly in terms of how many soldier or officer positions would be authorized for a particular unit...

  -> Thanks! As for your comment, the commonly accepted and updated Hebrew term for "כוח אדם" is "משאבי אנוש". And the aspects you mention are, precisely, the "Regulations"
