In most names of people and places ending with The suffix "am" it is spelled "עם" and means "a nation/people", like Yekhi-am "יחיעם" (the nation shall live).

Comment: The name "Noam" (my daughter's name, by the way) means "pleasantness", and it is used also as suffix in Akhinoam and Avinoam, but the name you've mentioned (Elioam) is missing an "N" for that.
